In tale data il Comando generale delle truppe della Lega dell'Italia Centrale stabilì che il proprio quartiere generale fosse a Bologna e che il territorio venisse ripartito in due divisioni militari: una delle Romagne con a capo il Luogotenente generale Rosselli, l'altra con a capo Luigi Mezzacapo per le Province Modenesi e Parmensi.
